The officers were taking part in a role play, except with of live ammunition, and Ian Terry was not wearing any body armour when he was hit with one shot of Round Irritant Personnel ammunition. This is a near identical case like that of Keith Tilbury, a police civilian worker who was shot in the course of a safety demonstration, although Mr. Tilbury survived.</p>

<p class="MsoNormal">During the training session, Ian Terry was enacting a part where he was pretending to be a criminal who was escaping in a car. The main idea behind this entire exercise was to render the suspect vehicle out of control by deflating its tyres and then capturing the pretend armed robbers. Apparently, all the officers who were a part of this entire operation were clearly instructed to ensure that their shotguns were pointed downwards throughout the entire session.</p>

Mr Meadows stated that the officer also said that besides being unaware of being in a shoot scenario, he had acted entirely on instinct when faced with the threat of PC Terry&#8217;s gun, though it was a training exercise.</p>

<p class="MsoNormal">During an investigation conducted by the <a href="http://www.ipcc.gov.uk/">Independent Police Complaints Commission</a>, the officer defence was that that he had acted instinctively and it had not been his intention to shoot his colleague.</p>
